
Prince Edward Island – Work Permit Stream
The Prince Edward Island Provincial Nominee Program (PEI PNP) Work Permit Stream under the Business Impact Category enables experienced entrepreneurs and managers to establish, invest in, and actively manage a business in PEI before being nominated for permanent residency.
Eligibility Criteria
Business Experience
Minimum of 3 years of business ownership or 5 years of senior management experience in the last 10 years.
Net Worth
Minimum personal net worth of CAD $600,000, legally obtained and verifiable.
Investment Commitment
Willing to invest a minimum of CAD $150,000 into a new or existing business in PEI.
Age & Education
21 to 59 years old. Minimum of secondary school (high school) education.
Language Proficiency
CLB 4 or higher in English or French (IELTS General or CELPIP-G or TEF results).
Intent to Reside
Genuine intention to live and work in PEI while actively managing the business.
Business Plan
A detailed and viable Business Plan that aligns with PEI’s economic priorities.
Exploratory Visit
An exploratory visit to PEI to understand the business environment is highly recommended, though not mandatory.
Step-by-Step Process
Expression of Interest (EOI)
Submit an online EOI through PEI’s immigration portal. Your profile will be scored and entered into a pool.
Invitation to Apply (ITA)
If selected from the pool, you will receive an Invitation to Apply.
Application Submission
Submit a complete application including all forms, documents, business plan, and fees.
Interview
Attend an in-person interview in PEI (mandatory).
Work Permit Support Letter
If approved, you will sign a Performance Agreement and receive a Letter of Support to apply for a Temporary Work Permit.
Business Establishment
Move to PEI on the work permit, establish and actively manage the business.
Nomination
After fulfilling all terms of the Performance Agreement (typically 12 months), you may be nominated for Permanent Residency.

Fees & Additional Details No Direct PR Option
Applicants must first establish their business in PEI on a work permit before being eligible for nomination and PR. Passive investment is not allowed.
Application Fee and EOI
CAD $10,000 (non-refundable) and Expression of Interest (EOI) is free to submit.
Net Worth Verification Fee
Approx. CAD $4,000–$6,000 (paid to designated third-party firm).
Work Permit Fee (IRCC)
CAD $155 + biometrics if required.
Pathways
Work Permit and Permanent Residency
Temporary Work Permit
Once you receive the Letter of Support, apply to IRCC for a 1-year employer-specific work permit tied to your business in PEI.
Permanent Residency Pathway
After 12 months of business operation and meeting all the performance agreement conditions: You may be nominated by PEI for PR. Apply to IRCC for PR through the non-Express Entry PNP stream. Include spouse and dependent children (if applicable).
